If you want to sue a cop for something (attempted murder) do you sue the city or the department?

I was making a report to law enforcement department in one city reporting that a cop from another city just tried to kill me. the cop that tried to kill me intervened with my reporting to cops in that city and soon I was discredited, not listened to and arrested for drugs that the cop that tried to kill me set me up with. I asked the cops in that town what about this cop trying to kill me up at the lake. they told me after conspiring with the corrupt cop, that everything at happened before we responded to this location is out, infact everything pertaining to an attempted murder never happened and there will not be any of that in the report. we are going to start the report from this point forward. I said you are not even going to check out my story or question my witness? they said nope it never happened I said is that guy that you have been talking to a sheriff from Ventura sheriffs department? they said we can not tell you that. I said well I happen to know that he is a sheriff from Ventura and how would I possibly iknow that unless I was telling you the truth? they said I don't know and proceeded to arrest me and take me to jail and booked for the drugs the corrupt cop set me up with. that was a little over one year ago now, and that same cop has attempted to kill me 4 more times over the coarse of the last year. the drug charge was a missing compliant, and remained a missing complaint for a whole year without the D.A. filing on it ( to close to comfort for the corrupt cop I think he stopped it). since all this took place his corrupt cop buddies have charged me wrongfully with a firearm. I want justice to be served they have made my life and living hell and now they are trying to further discredit me with these current charges they want me to be convicted and sentenced to prison were they will then pass around papers saying that I am a rat and bingo the corrupt cop gets me killed and no one is the wiser the corrupt cop not even looked at or suspected what so ever. these cops are criminals and need to be brought to justice can some out there please help I have been everywhere including the F.B.I.
