Does anyone remember a children's book about a couple who can't have children?

It must have been published before 1998, as I was in elementary school when I read it. An older couple can't have children and a basket of little babies, dew-babies or star-babies or something along those lines, are left at their doorstep. At the end of the book, a beautiful woman has to take the babies away, but in their place she leaves a baby girl for the couple. It was beautifully illustrated. Please HELP!
